Description: The IUS feature provides the ability to update existing
histograms incrementally, rather than doing it all from scratch each time. A
persistent sample table is used, which is modified at Update Stats time using a
predicate to identify rows modified since the last IUS execution. (was: It has
been decided that the Incremental Update Statistics feature should be open
source; this JIRA is for porting it to the incubator-trafodion code base from
EsgynDB.)
