A recent bug fix, https://issues.apache.org/jira/browse/TRAFODION-2161, used
the technique of dropping and recreating views in order to migrate them across
a repository upgrade. It looks like privileges are not preserved in this case.
Other areas in the DDL code also use this technique. All of these areas need to
be examined and possibly enhanced to preserve privileges.
