pyodbc tests fail to run due to dependency on
http://pyodbc.googlecode.com/files/pyodbc-3.0.7.zip
The project is moving off googlecode, so that URL no longer works.
Arvind pointed out to me that the offending dependency is in
dcs/src/test/pytests/test-requirements.txt
