Currently, the trafci.cmd performs a cd to trafci/bin when used. This is 
because PATH does not contain trafci/bin.

The effect is a confusing user experience: you're suddenly in a different 
directory than where you started trafci from, which means that you can't; for 
example, use local obey files.

The documentation already tells the user to set up PATH for java. Let's add the 
same for trafci/bin. Then, remove the cd from trafci.cmd so that trafci.cmd 
behaves like trafci.sh; that is, you stay in whatever directory you're in when 
launching trafci.
