[~selvag] Thanks for this JIRA! This will also help installations where 
Trafodion is not the only client of HBase. The other HBase client may have 
configuration requirements that are different from Trafodion. 

E.g. Trafodion would want the value of say, hbase.client.scanner.timeout.period 
to be one hour but the other application is ok with the default value. Having a 
Trafodion specific config file: traf-site.xml makes it possible for multiple 
apps to co-exist.
