This is a follow-up to TRAFODION-2127.
The code delivered for TRAFODION-2127 puts in the infrastructure to create a
temp table, but it does not provide heuristics to decide automatically when to
do this transformation. CQD CSE_USE_TEMP can only be used to force the
transformation ON or OFF.
