Summary: Performing update statistics on metadata tables causes
issues

When schemas are created, Trafodion also creates histogram tables. However,
for metadata tables in schemas such as "_MD_" and "_PRIVMGR_MD_" these tables
are not created. Later on, someone can update statistics on one of these
tables and the histogram tables are created. This causes issues later on when
cleaning up these tables, for example "initiailize authorization, drop" will
fail. Trafodion should not allow update statistics on metadata tables at this
time.
