With the latest elastic changes, now if instance is up, sqcheck works well, but
if instance is down, sqcheck cannot display the correct configured TM/RMS count:
{{[trafodion@eason-1 scripts]$ sqcheck
*** Checking Trafodion Environment ***
Checking if processes are up.
Checking attempt: 1; user specified max: 2. Execution time in seconds: 4.
The Trafodion environment is not up at all, or partially up and not
operational. Check the logs.
