This is not an inconsistency: The verb vs adj is intentional due to the
different context. 

A) The tool tip "Apply Style" tells the user what he can actively do using the
list box. 

B) The drop-down list box entry at the bottom of the Stylist describes the
subset of styles that you will _display_ in the Styles and Formatting window if
you choose "Applied Styles".

In other words...
Logic to using both "Apply Style" and "Applied Styles": When using the ''Apply
Style" drop down menu, the selected style is applied to the selected section of
the document. When accessing the "Applied Styles" in the Styles and Formatting
window, you have a list of the styles that have been applied to the document.
This is where you can make changes in them.
