The picture toolbar is one of the context sensitive toolbars in OOo...
please have a look at
http://specs.openoffice.org/ui_in_general/toolbars/openoffice_org_toolbar_spec.sxw
into chapter "6.3 Context Sensitivity of Toolbars"...
This is the way the picture toolbar should work...
