That's because what is shown in the property browser is the list of (0-based) *indexes* of list entries. That is, if the list would contain strings "first", "second", and "third", and you would default-select "second", then the property browser would show "1", since "second" has the index 1 (if you start counting with 0). Confusing, yes.
