Works as designed. According to user studies many users failed to find the place
where they could reopen a toolbar they had closed. So it was decided that
closing context sensitive toolbars by using the closer or the context menu is
only temporarily (until the context is reached the next time). For closing them
persistently you have to use "View toolbars". If you have closed it via menu
odds are high that you will be able to come back to reopen them. :-)
