Well, the summary says both
1) Editing Hyperlink is too difficult;
2) add context menu entry

And the description refers to a discussion that is no longer available:
http://documentation.openoffice.org/user_faq/word_processing/028.html

So what is the point?
ad 1) Editing hyperlinks has been eased for OOo2.3 by making it possible to
select a hyperlink with a mouse click (rather than triggering the browser). If
the user then clicks the Hyperlink control in the toolbar she gets all options
OOo offers to edit the hyperlink.
ad 2) True, we still do not have a context menu entry to call the Hyperlink
dialog.

BTW there is also issue 7311, with the request to remove hyperlinks with the
hyperlink dialog

Maybe we ask Utomo if he still recommends to implement a context menu item to
open the hypelink dialog. Is this the essence of the issue?
