The current behavior is a bug. The spec. [1] says:
"Note: If we are able to export (not for OO.org 2.0) encrypted MS documents, the
minimum length of 5 for a password is not valid. This means that the OK button
is always enabled and the notice text in the password dialog is displayed as
follows [...]"
