I checked with "2.4 RC5 Multilingual Italian version WIN XP:
[680m11(Build9283)]" and can confirm the problem, under heading "Crea nuova
cartella" the icon is missing.
I also see this in Spanish, Dutch, French, German and even EN-US version
(Heading "Create New Directory", so this seems to be a general UI problem.
