I think we should definitely distinguish the two cases. Right now it's easy to
modify and it has been causing misunderstanding in YARN as well.
Another way is to some negative value, like -1 to signal that the queue is
disabled and zero is considered as the default value / where we don't bother.
This may be the most compatible with the existing behaviour.
