The error is not used for SendEvent on the shim side.
This seems logical. If the event is processed and received by the shim it is up
to the shim to decide what to do with it. From the event systems perspective it
should be done at that point.
Unless we want to use the error to show a non receive on the shim side that we
can handle via a retry or something we should remove it.
