The application sorting policy is currently not exposed in the web UI.
Unmanaged queues inherit this from the parent.
Using the properties as proposed and implemented in YUNIKORN-107 and
YUNIKORN-250 to show the sorting policy does not cover the default state.
There are multiple policies that we should display:
* on parent: queue sorting policy (always fair at the moment)
* on leaf: app sorting policy and going forward request sorting policy
