This again is a problem with the fact that the tests start a full core
scheduler. This was discussed in earlier shim test failures. We should not be
starting a full core in the unit tests for the shim. It needs to be mocked out,
we do not run with a full K8s cluster underneath the unit tests either.
I'll approve this change but this is now becoming a big problem that we need to
fix.
