Good findings. I think it should be called for the case of when there are
allocations being removed.
* {{AllocationAsk}} means the requests have not been allocated, aka pending
requests
* {{Allocation}} means the requests have been allocated, aka allocated requests.
when an {{AllocationAsk}} is released, an example is a pod is in the "Pending"
state, and then gets deleted by the user.
when an {{Allocation}} is released, an example is a pod is in the "Running"
state, and then gets deleted by the user.
could you pls have a chat with [~wilfreds] for this issue? Since he added the
logic of the Waiting state for apps initially. Thanks
