The core design document has a number of errors and is out of date after
YUNIKORN-317.
It needs to be re-written from scratch to fix all issues that are in it, these
are the points I know of that are out of date based on the work since 0.8:
* queue layout
* partition details
* cache removal
* pre-emption
* scheduling overhaul
