For headroom calculation and max resources on a queue the core currently 
assumes that the cluster is always able to upscale when needed.

However in the case that we run in an on premise cluster or in another limited 
setup we might not be able to upscale.

When we check the headroom we ignore the root queue or partition size as we can 
autoscale. In the case that there is a gang we check the max queue size but 
should not include the root (partition) size unless the cluster cannot 
autoscale.

Since we have no idea if we can autoscale we could make the wrong decision.
