We should clean up the old release area as part of the release of a new
version, as requested by the incubator PMC.
Only the latest release should be using the mirrors and thus be located in the
[dist area|https://dist.apache.org/repos/dist/release/incubator/yunikorn/] the
older releases should point to the
[archives|https://archive.apache.org/dist/incubator/yunikorn/].
Cleanup consists of:
* update the downloads page to point to archive for all but latest release
* update the release documentation
* remove all old releases from staging area (done)
* remove all but latest release from dist
