Summary: simplify partition info in the REST call

The old and new REST calls have two really similar end points:
* old: {{/ws/v1/clusters}}
* new: {{/ws/v1/partitions}}
The two calls expose similar details but not equivalent. The old call needs to
be removed and cleaned up
