Infra has released new functionality in the asf.yaml file.
See https://cwiki.apache.org/confluence/display/INFRA/Git+-+.asf.yaml+features
That gives the community easier control over notifications etc.
INFRA-20027 and INFRA-19984 have the current information on notifications etc.
yunikorn-release does not seem to be using a asf.yaml file at all.
