I saw this in a 0.12.2 cluster. I captured a bit more detail which shows we do
have some kind of problem.
I started a workload around 11:29. Waited for the containers to show running on
K8s and the apps showed up as running in the UI. At that point I took the first
one at ~11:29 local time. It shows 3 apps running none in the history.

I then let the run go for a bit and refreshed the UI after a number of minutes.
I took a second screenshot at ~11:37. That shows the applications in the
history:

The 3 apps that were shown as running in the app status areas did not show for
minutes in the history.
