[~ccondit] we discussed this earlier and we need to make a choice on which K8s
version we are going to use.
Moving just one version, 1.20 to 1.21, seems to require a similar amount of
work as moving from 1.20 to 1.23. With the release date of 1.24 set for 3 May
2022 I think we should plan for 1.24 as the next target.
