While installing a new system I noticed that the [install
instructions|https://yunikorn.apache.org/community/release_procedure#run-the-release-tool]
for git python does not align with the [installing
packages|https://packaging.python.org/en/latest/tutorials/installing-packages/]
instructions given at python.org.
