Description:
The existing periodic state dump support has numerous problems (see
YUNIKORN-1483 for details). Given the challenges in fixing it and the the lack
of use in the community, we should instead remove it. We can leave the
configuration support in place for the next release with a deprecation warning.
Release notes also need updating to reflect that the
{{/ws/v1/periodicstatedump}} REST API endpoint is deprecated as well as the
{{statedumpfilepath}} partition configuration option. These still exist, but
are non-functional and will be removed in a future release.
