The umbrella tracks all tasks beside creating the release itself.
The release creation itself requires:
* branching & tagging
* update dependencies (SI/core/shim)
* generate the CHANGELOG
* upload artefacts
The docker image upload will need help from one of the PMC members that has
access to the Apache docker space.
