As part of the [use case
documentation|https://yunikorn.apache.org/docs/next/user_guide/use_cases#preemption--priority-scheduling-with-fencing]
some example was added. I still think we need end user documentation for
preemption. The design doc is good but it does not have a good overview on how
to configure preemption. We should have a doc covering these points as part of
the User Guide that also points to design doc:
* setup queue config (guaranteed resource)
** impact of not setting guaranteed
** normal case: guaranteed < max
** guaranteed == max
* add priority classes
** annotation
** default priority
** negative priority
* set priorities on workload
* advanced config
** fencing: when and how to fence
** preemption delay
** priority fence and offset impact
