Summary: update build tool versions in release README

The release README has not been updated in a long time and still shows older
tool versions that need to be updated for the next release:
* go 1.16 should be go 1.20
* Node.js 16 should be Node.js 18
* Angular 13 should be Angular 16
Since we use {{.nvmrc}} and {{.go_version}} when we build during commits we
should update the release tool to use the same files and pull those values in.
