unit tests in next iteration.
Question for *State change: New*: 
Since NEW is the initial state and first state transition is entering [Starting 
state|https://github.com/apache/yunikorn-core/blob/master/pkg/scheduler/objects/application_state.go#L148]
Do we need to send event for state change: new?
