Sorry, I may misunderstand wildcard in user/group limit. Yeah, two pods can be
deployed in the latest code. I thought this has been covered by YUNIKORN-1917.
I am confused if we have a wildcard user limit with maxapplications=1. Does it
mean both "userA" and "userB" can deploy 1 app separately, so the system can
have two apps? Or it mean all users can only deploy 1 app?

For wildcard cases, we haven't add them. They will be covered in YUNIKORN-1956.
