Description:
Enable gang scheduling for ray jobs.
We need ray workers that are using GPU nodes be in one task group and ray
workers that are using CPU nodes be in a separate task group.
Adding Gang scheduling steps for Ray jobs on documents.
I will also evaluate if any work required from KubeaRay side to support these
configs.
