We need to be really careful here. User usage can be and will be spread over
queues or multiple applications in queues. Keeping track of that detail could
only take place in the UserGroupManager. I do not think we want to add that
there due to the inherent overhead that it adds.
Even for the application we should be thinking about moving this out of the
scheduler and use the events that are generated to allow calculating this
outside of the scheduler.
