I think it's good to align the default behavior. (I also got confused when
learning about placement rules before.) In my opionions, we can set 2 placement
rules as default rules for default/implicit rules:
# provided, create = false
# tag (namespace), create = true
This might minimize the impact for current users if they didn't config
placement rules before.
