Yu-Lin Chen commented on YUNIKORN-2199:
---------------------------------------

I think it's good to align the default behavior.  (I also got confused when
learning about placement rules before.) In my opionions, we can set 2 placement
rules as default rules for default/implicit rules:
 # provided, create = false
 # tag (namespace), create = true

This might minimize the impact for current users if they didn't config
placement rules before.

> Unify the placement rule for default queue.yaml and implicit rule

> the placement rule of default queue.yaml is "tag + namespace". see
> https://yunikorn.apache.org/docs/next/design/config_v2/#default-configmap
> However, the implicit placement rule is "provided". see
> https://github.com/apache/yunikorn-core/blob/master/pkg/scheduler/placement/placement.go#L91-L94
> It seems to me the "default" placement rule should be identical to prevent
> confusing users.
