code inside QueueTracker:
https://github.com/apache/yunikorn-core/blob/master/pkg/scheduler/ugm/queue_tracker.go#L95C11-L153
(exisingApp can be kept for logging).
This also affects the unit tests, which often verify whether the increment was
OK. We don't need those verifications, so test code will be simpler too.
