Description:
Add a new application state chart in the WebUI Application tab.
X-axis: Datetime
Y-axis: Application State (running, pending, allocated, scheduling...)
There are three benefits to having this application state chart:
# It is easier to track the application state over time.
# It simplifies debugging, as we can distinguish between the actual state and
the expected state of an application.
# We can readily identify applications that are experiencing starvation
(repeated preemption).
