Description: When we create an Allocation request to the core, we don't
populate allocation tags properly in {{{}CreateAllocationForForeignPod(){}}}.
We miss the call to {{CreateTagsForTask()}} which adds a number of useful tags
such as namespace, pod name, labels, etc. (was: When we create an Allocation
