The priority and fencing details are available hidden in the properties of the 
queues. The json test DB we have does not set properties and we thus do not see 
them. In a real cluster they are all there. Not really easy to access and or 
clear how to interpret the values.

Still think it is better to add the properties directly on the queue. It 
removes the need to add knowledge of the config from whatever interprets the 
REST response.

Also noted that the sorting policy of the queue (FIFO, FAIR) was missing from 
the REST response.
