Now that we track pods that are not scheduled by non-Yunikorn, it's possible to
preempt them if needed.
The scope of this umbrella:
* Investigate preemption implementation of the default scheduler, how it
handles pods that were scheduled by different schedulers
* Extension of existing preemption implementation
* Document findings & proposed design
