Hi [~ccondit] , `InPlacePodVerticalScaling` is a k8s config to let pod won't be
restarted if extending cpu/memory resources on the running pod.
I will create new tests under `yunikorn-k8shim/test/e2e/pod_resource_scaling`.
Key test scenarios will include:
# Check k8s version and its config
# Creates a pod with initial CPU/Memory resources
# Record pod restarted count and updated the resources to higher values
# Verifies the updates are applied correctly and verify restarted count isn't
changed
Feel free to let me know if need to add more on test scenarios. Thanks!
