The yunikorn-web repo is still running go 1.23 for the builds and repro version.
Before we release 1.8 we need to move to go 1.25, and repro version 1.25.5 for
CVE fixes.
This also requires an update of the linter and its config inline with the other
repos: golangci-lint v2.5.0
