The current setup does not allow inheritance for the {{quota.preemption.delay}}
that means all queues in the hierarchy need to be configured manually. Setting
the value on a parent and then applying that value on all children below it
makes it easier.
Inherit the value from the parent if set on the parent, override the value in
the queue if set in that queue etc.
