If a pod has a reservation on a node the quota change could prevent the
reservation from ever be used:
* queue A with 1000 GB quota
* usage of queue A is 900 GB
* pod that needs placing is 64 GB, large node is needed
* node is not available and a node is reserved
Quota change is made:
* quota is lowered to below 900 GB the reservation cannot be full filled until
usage drops below new quota - 64GB → result remove the reservation
There might be more cases that need checking
