There is a possibility of causing violation (bringing down usage below 
guaranteed resource) when triggering preemption for parent queue to enforce the 
new max quota.

For example,

Lowering quota on parent which has children at multiple levels with no 
guaranteed set on any child might end up in preempting victims slightly going 
above the exact required preempted resources in one or more end leaf queues. 
Parent might start with {{{}x{}}}preempted resources, but some of all resources 
released by victims might exceed like {{x+2 or x+3...}} slightly.
