https://issues.apache.org/jira/browse/YUNIKORN-3228 allows pod resizing even if
changed resources causes queue's max quota overflow.
Ideally, Shim should not pass such resizing request to core and handle the next
steps on its own and decide either to allow the request further or reject then
and there. To make it happen, shim should have necessary info about the Queue
from core.
