Summary: remove deprecated settings from helm chart

When we changed the config map setup a number of settings were deprecated. That
change was made in the YuniKorn 1.2. We can now remove those settings:
* operatorPlugins
* placeholderImage
* admissionController.processNamespaces
* admissionController.bypassNamespaces
* admissionController.labelNamespaces
* admissionController.noLabelNamespaces
* configuration
Need to make sure that we not just update the docs but also all processing code
and references needs to be cleaned up.
