Depending on some internal timings the before could be larger than the after
count. We can let the test pass when lower but never when it is higher. We
could also extend the check to use a "during" count that checks the number of
routines while the service runs. Not sure if we can dig further down into the
routines to make sure the one we want to exit is really gone.
